Many Peruvians are hopeful that the recent national day celebration and presidential inauguration (July 28, 2001) marked the end of two years of political instability and put the country on the path to economic recovery, democratic institutionalization and a restored image in the world. For U.S. exporters and investors the verdict is out on whether and how rapidly a new administration, congress and reforming judiciary can achieve these aims. Success or significant progress would position Peru to regain the status of a rapidly growing and liberalizing market, which the country enjoyed through much of the mid-1990s. Failure would relegate Peru to status as a marginal and relatively remote market that offers niche opportunities to some U.S. businesses, but a limited and problem-plagued business environment, generally.
